This is a opalized shell left on its host rock. The miner went to some effort to leave it on the sandstone and he put a resien over the stone .if you wish to remove that simply soak in acetone.
This has NOT been taken off the host rock but the belemnite may have been glued to gether as they break easy in the mining operation.
